Honoring Human Rights: From Peace to Justice, Recommendations to the International Community by Alice H. Henkin,

This is a summary edition of an earlier Aspen Institute publication -- Honoring Human Rights: From Peace to Justice. It is a report of a conference on the relationship between monitoring human rights abuses and building the institutions necessary for a future rights-respecting society following the termination of civil conflict. It includes an introductory essay by Ambassador Thomas Hammarberg and the recommendations to the international community adopted by the conference participants.

The United Nations Charter in 1945 prohibits all use of force by states except in the event of an armed attack or when authorized by the Security Council. Although the Charter is very hard to amend, its drafters agreed that it should be interpreted flexibly by the UN's principal political institutions and the text has undergone extensive interpretation. This book relates these changes in law and practice to changing public values pertaining to the balance between maintaining peace and promoting justice.
